Specification/Constraint: Divide the land in equal land areas parallel to A Kingdom District (AKD) with each equal in square area to AKD which extends from the sea in the West to the Sea/River in the East.

Ezekiel 48:1-29
Decision: The 13 divisions of Israel shall be called AKD Counties, each named according to the names of the Tribes of Israel as instructed in Ezekiel 48.
